Peng Jiasheng and Li Xiao Shi

The quiet and peaceful region of Lauk Kai in the North-Eastern part of Myanmar with its picturesque scenes and cool weather, known to the outside world as Ko Kang region, fell victim to the personal greed of one Peng Jiasheng, whose ill-famed life and also of his family made the writer compelled to disclose after years of serving there as a government servant.
Lauk Kai region which was a territory of the successive Myanmar emperors and kings was a region adjacent to the Chinese province of Yunnan where Yang families of Nanjing origin migrated since the seventeenth century AD. Before the independence of Myanmar (then Burma) the British colonial rulers made it a separate region under the administration of the Saophas. In 1949 the Saopha of that region was Edward Yang.

Peng Jiasheng. who was born in 1931 and a descendant of a Sichuan Chinese family who had migrated to Lauk Kai region years before, started serving in the Ko Kang Defense Force at the age of 18 as a private.

Jimmy Yang, the younger brother of Edward Yang, took to the jungle in 1963 after the Saophas Relinquished their powers in 1959. Peng Jiasheng and Lo Hsing Han were holding the rank of captains in the Ko Kang Defense Force at that time and they also went to the jungles. But, when Jimmy Yang returned to the legal fold in 1967, Peng Jiasheng and his brother Peng Jiafu remained in the jungle as Ko Kang Peoples’ Revolutionary Force.

In 1968 the Burma Communist Party – BCP forces attacked the army positions in Mong Ko and Kon Jiang and took control of the Ko Kang region. Peng Jiasheng was appointed as the leader of Ko Kang District Defense Force and his troops were also drawn into the BCP ranks. Peng Jiasheng was a brigade commander during the 40 days Battle for Kunlon. After the battle of Mong Yang in 1989, Peng Jiasheng made peace with the government after revolting against and separating from the BCP.

But in 1996 Peng Jiasheng and Yan Moe Liang, in their quest for power, began fighting each other which inevitably lead to the Myanmar Army’s intervention. Then again in 2000, the Tatmadaw has to intervene, again, and take control when there were fightings in Monk Ko. In 2009, due to the manufacturing of drugs and running weapons factory in their region, Peng Jiasheng’s group got into trouble with the government. Killing of the Myanmar Police Force members lead to the Tatmadaw’s attacks and pursuit after which Peng Jiasheng escaped to China. After a period of five years, Peng Jiasheng re-emerged at Lauk Kai as an intruder and a rebel commander.

Peng Jiasheng, in his lust for power and wealth for himself as well as his families, has placed self interest above all else all through the years, which made him involved in drug trade and became infamous throughout the world as a drug king pin, at the same time making a lot of money. Throughout the years, Peng Jiasheng, by manufacturing and distributing illicit drugs accumulated a vast amount of wealth, arms, troops and power which he utilized indiscriminately for consolidation of his personal power - never done anything for the sake and good of the Union of Myanmar. In fact he is just a drug king pin behind the mask of a revolutionary. He has been appointed by the government as chief of No (1) Ko Kang Special Region. The government has formed the District Peace and Development Council for the development and maintenance of law and order of the Ko Kang region. But all the efforts of this district office were hindered by Peng Jiasheng’s clever manipulation and tight control by deploying his forces in that region.

Thus Peng Jiasheng could be regarded as the living devil of the modern times because of his selfish actions for the good of himself and his families at the same time enjoying all kinds of criminal activities including manufacturing and trafficking of illicit drugs and running weapons factories.

Controlling the whole region in an iron grip and accumulating a vast amount of wealth at the same time made Peng Jiasheng a powerful personal and with his long addicted habit of womanizing ended up with officially married wives of four plus unofficial mistresses the number of which he couldn’t even recalled, and numerous young lovers who are about his daughters’ age and even younger the affairs of which were broadcasted by Kokang TV shamelessly.

Out of his four “official “wives, the first one is Li Xiao Shi – a Ko Kang native. Second is Nan Tan Qiao, the third is Nan Or and the fourth and acclaimed as the most beloved wife is Nan Ai. Thus his family tree comes out as:-
(a) 8 children with his first wife Li Xio Shi – 3 sons and 5 daughters,
(b) 2 with his second wife Nan Tan Qiao- 1 son and 1 daughter,
(c) 4 with his third wife Na Or – 2 sons and 2 daughters,
(d) 2 daughters with his fourth wife Nan Ai.
All combined, he has 6 official sons and 10 official daughters totaling 16. At this rate other unofficial siblings can be a matter of educated guess.

The sons and daughter of his first wife Li Xiao Shi are in order of seniority –
(a). Eldest son is Peng Tar Shwin who is the current commander in Chief of Ko Kang rebel forces and whose wife is Hla Hla Win @Nyein Kyin. She is the younger sister of Hla Win @ Li Kwe Qin who resides at Rose Garden in Pan Hlaing Golf Course Residence, Yangon.
(b) Second is Peng Chin Qin who is the wife of Sai Lin, the Chairman of Mong La Special Region (4).
© The third is Peng Sin Sok who resides at Theikpan Street, Bogyoke Ywar, Mandalay and doing business in jewellery and whose husband was Yan Si Kwan, the younger of Yan Si Kywan who is the Deputy Commander in Chief of Ko Kang Rebels. Her husband Yan Si Kwan has died from drug overdose.
(d) The fourth is Pen Xiao Shi who is the wife of the drug making expert Htin Aung @ Lwan Wu.
(e) The fifth is Peng Tal Yi who was the battalion commanding officer of Ko Kang Battalion (1) and still involved in recent fightings.
(f) The sixth is Peng Tak Li and he is the smart guy of all Peng Jiasheng’s children and being afraid to fight he is th one giving all the financial support to Peng Jiasheng.
(g) The seventh is Peng Su Yon who lives in United States and unmarried.
(h)The eighth is Peng Su Ywan @Ah Woo Mein @Hla Hla Yee and who is the wife of Tun Myat Lin @ Tun Lwin.

Everyone can recognize the work of the devil when they see one. Lauk Kai region has developed as never before and at this very moment Peng Jiasheng, the modern day devil has shown his evil hands which resulted in city ruins amid sound of artillery fire and smell of gunpowder and blood of the innocent. Local populace is forcefully recruited and forced to fight by Peng Jiasheng’s followers. Weapons and uniforms were issued to the new forced recruits and forced to follow rebel troops. Practicing the reign of terror, anyone who refused to follow or fight was summarily executed in front of all. Many innocent local populaces are running away from their homes to escape these atrocities and forced recruitment. The forced recruits were made “high” by forcing them to take the rebel’s own products of ASTs so that they became reckless in combat. The innocent local populace was found to be in a state of desolation and worries. Thus Peng Jiasheng is deemed as a modern day devil for the region of Lauk Kai by the public.

There is nothing much to say about the 3 sons from his marriage with his first wife Li Xio Shi as they are all following the footsteps of their father exactly. But that of the five daughters who are supporting and supplementing their devil father needs to be told.
