The first is about Pen Chin Qin, the wife of Sai Lin, the Chairman of Special Region (4). Every time the devil has to escape from Ko Kang Region he always took refuge in Sai Lin’s Mong La Special Region (4).
Mong La, in fact, is a sin city of the drug king pin Sai Lin @ Li Mi Shel with neon lighted hotels, casinos, bars, massage parlours, clubs, prostitutes and game shops which is also dubbed as “Little Las Vegas” 65 years old leader of Mong La Sai Lin @ Li Mi Shel was once a member of Chinese Red Army and who entered Myanmar via Yunnan after 1960 to reinforce the Burma Communist Party. After that he became the Command of Kaw (815) Military Region. In 1989 he separated from the weakening BCP and formed the National Democratic Alliance Army –NDAA at Mong La. Since the Myanmar Government made Mong La an autonomous region they received a lot of business opportunities from the government and at the same time improve their drug manufacturing capabilities. International reports cited that they could produce 2000 kilograms of . That is the reason NDAA could stand among the largest drug manufacturing groups in the North East of Myanmar as a member.
his wife’s consent and encouragement and as a clever son in law, Sai Lin arranged a large mansion for Peng Jiasheng during his stay and also for his brother in law Peng Tar Shwin. Furthermore, a residential area named The Ko Kang Village was arranged just close by the government hospital for Peng Jiasheng’s followers. The devil’s health was also taken care of. As par Peng Tar Shwin’s request 10 million Chinese Yuan was also given without delay by Pen Chin Qin. Peng Jiasheng and family have reinvested their money gained from drug trafficking and other business in mainland China and Mong La region.
Sai Lin, at the request of his wife, asked for clemency of Peng Jiasheng, who took refuge in his area, to the President of Union of Myanmar U Thein Sein and a presidential pardon for Peng Jiasheng was issued on 2 nd July 2012. In other words the modern day devil’s life was prolonged by his eldest daughter. Peng Jiasheng’s desire, then , was to return to Ko Kang region and retire but it was stopped by Pen Chin Qin and it was she who advised and encouraged to rebel against the government. Even though the old devil himself wished to return to Ko Kang, his sons were encouraging him now to take refuge in Wa region, Laos or mainland China and there was a big quarrel among them. That’s why the old devil has to say in anger to his daughter and son in law. “You just fed me to the tigers. Now you are driving me off”.
With this, it is quite obvious that his eldest daughter Peng Chin Qin is the most reliable one for him for Mong La army and also the one encouraging and supporting the Ko Kang rebel army in threatening the sovereignty of the country. Consequently, it is imperative to pressure the NDAA politically, militarily and economically in order to discontinue their support to the Ko Kang rebels. In fact Sai Lin’s Mong La region is a major drug producing one and at present over a thousand ton of drugs, jointly owned by UWSA, MMDAA and NDAA, are ready for export to Hong Kong and Macao via Myanmar’s sea routes. In order to make payment for Ko Kang rebels receiving medical treatment at hospitals in Kunming and Nam San, payment for Chinese mercenaries hired for the attacks and to buy more weapons and ammunitions they are trying very seriously to sell these thousand ton drugs trapped inside the Mong La region. The thousand ton drug information was also confirmed by UN Office on Drugs and Crimes – UNODC. And a joint Sino-Myanmar effort is underway regarding these drugs. It could be said that by seizing these drugs from Mong La region, it also means stopping the threat of illicit drugs to other parts of world.
Another one is Peng Sin Sok @ Peng Shin Sok. She was married to Yan Si Kwan, who was the son of former Vice Chairman of Special Region (1) Yan Kyon Wei and who died of drug overdose. Yan Si Kwan is the younger brother of Yan Si Kywan who is the Deputy Commander in Chief of rebel forces currently fighting in Lauk Kai. He has lived at the village of Tar Sin Kyai near Border Post 125 and has been quite famous in drug trafficking. After her husband’s death, she opened a jewelry company at Theik Pan Street in Bogyoke Ywar, Mandalay as a cover for the wealth she inherited from her husband’s drug trafficking businesses. For this, her activities should be closely watched and timely actions should be taken against her.
Here is the opportunity to talk about Yan Si Kywan who is her brother in law and who appointed himself as deputy commander in chief for Ko Kang rebel forces. He lives in a big mansion in Mong La. He escaped together with the Ko Kang rebel forces after 2009 incidents after which lots of drugs were seized from his house at Tar Sin Kyai village. He is also a famous drug lord acquiring all his wealth from manufacturing drugs and who is an extremely rich drug baron. His father Yan Kyon Wei took pride in spending over 2 million Chinese Yuan in building his tomb, which is pre bought and prebuilt according to Chinese customs. There is no need to question from where all these kind of money came. Yan Kyon Wei is currently staying at Lauk Kai but the assets of his family members need to be unearthed and controlled.
Another one is the fourth sister Peng Xiao Yee @ Mya Than Kyi. She was born in Lauk Kai on April 6 1964 and never has any formal education. She attended just a Chinese school until standard 5 in Chinese language. In 1990 she married Htin Aung @ Lwan Wu who was the eldest son of Htin Shin Yee and Li Chao Mei who lived at Thidar road, region (2) Ward (7) Lashio. They have 3 children and her husband has a Jade Company named “ Khattar” which is just a cover. Htin Aung has learned to manufacture “WY” Amphetamines from the experts in Lauk Kai from 1998-2000.He has a degree in chemistry and capable of producing the “ICE” drug. His brother Tun Lwin @ Lwan Fu is an Australian citizen and is much more experienced in chemistry. He came to Lauk Kai in 1998/99 and formulated the “ICE”. He taught others in producing “ICE” which enhanced the spread of this drug. Besides doing business by manufacturing WY Amphetamines he was also involved in jade mining. With all the money he gained from these illegal businesses he bought two plots of 40 x 60 land at no. (56), Theik Pan Street, Myo Thit, Mandalay and built a house on it. He moved to No (11) Pan Hlaing Golf Course Residence in 2001 together with his family. After that, he suffered severe liver disease and went to Singapore for medical treatment every six months. In 2012 he went to India for liver transplant treatment and currently receiving medical treatment for cancer of liver. His wife Peng Xiao Yee is the principal person in supporting Peng Jiasheng with money gained from manufacturing and distribution of illicit drugs. Having a husband who is an expert in manufacturing these drugs helped her in financing her father’s activities. Inventing the “ICE” also helped the devil and the Ko Kang rebels a lot. Thus, Peng Xiao Yee, as the most reliable daughter of Peng Jiasheng should also be closely watched and her hidden assets uncovered.
